Turns out this was easier than I thought. 
I just tested it and I get the following when
mysql isn't running..

@400000003b97e8190189749c status: local 1/100 remote 0/400

Then later when mysql is turned back on:

@400000003b97e87e2819adac delivery 3: success: did_0+0+1/

It will be in pre4 on the vpopmail devel page tonight.
