No, qmail-local isn't used. Sqwebmail (and local users) use qmail-inject,
which calls qmail-queue. For Sqwebmail, putting
QMAILQUEUE="/var/qmail/bin/qmail-scanner.pl" (or whatever the correct path
would be for you) before the qmail-queue invocation in sendit.sh works
fine.
For real local users, moving qmail-queue to qmail-queue.real and
qmail-scanner.pl to qmail-queue (and changing the path in
qmail-scanner.pl) works best.
