APOP and the 4.10.x tree

Did the options for APOP drop out of the 4.10.x tree?  In 4.9.10, configure
and configure.in have routines to check for the presence of the apop secrets
file and to turn on various things.  I don't find them in 4.10.22 (the
version I'm currently using), or 4.10.29 which I just downloaded.

Ken, did they "fall out" by mistake, or is there some issue with APOP in the
4.10.x tree?
