small cgi to add users with needed

Hi!

I need a cgi script that could be called from an other program or script
that would work like this;

http://myserver.domain.com/cgi-bin/somescript.cgi?username=somebody&domain=s
ome.domain&password=password

and the cgi would then pass on the arguments to vadduser and create the new
user.

Is this possible already with vqsignup or the kind or is it difficult to do
for a non programmer?
