Because the configure script has no way of knowing but guessing, so why 
bother to do the guessing since most (99.99%) of the people would check for 
ChangeLog and new options and run the configure script anyway. That's why 
you are on your own to save the configure options somewhere.

In the real world, there is NO SUCH THING as upgrading. It basically 
removes/replaces your old files with the new ones.

Why is there an upgrade in the first place? Simply because version has 
changed, things have changed, directory paths might have changed, new 
features might have added. If you don't remember your previous configure 
options, just start it over and treat this as a fresh install instead of an 
upgrade, which there is no such thing anyway, then enable/disable whatever 
options to your liking.
