Hard to say, what *really* causes it, but here it happens consistently,
when a certain user tries to pick up his mail. Nothing gets logged!
NOBODY can pop their mail and top shows vchkpw using 90%+ of CPU.
This user is using an old MAC Netscape, so maybe there is a clue.

All other mail comes in and goes out fine for the rest of the time.
