I suggest you move your tcp.smtp* files to ~vpopmail/etc

and reconfigure vpopmail.

Perhaps vpopmail is getting confused with permissions in the
/etc directory. That's why i suggest you put all those files
under ~vpopmail/etc directory. So that vpopmail permissions
can be used.
