I do not know if the VBOX bios supports a "boot order" list of devices.
I have never tried it. I am sure you can try it by pressing F2 or F12
as soon as you start the VM.
Of cource, you will need to have focused the mouse and keyboard
in the VM window, so that the Xserver or other app will not grab the
the F keys. Once you are in the VM bios, you can set the boot order.
