That's probably too a too broad and sweeping statement to possibly be true, but not really important to this discussion because GRE is a protocol that runs on IP, yes, like UDP and TCP (and ICMP, and ...) do. > And probably with TCP??? If one is going to use a non encapsulating protocol (which is what GRE is) one usually uses UDP as the protocols involved in TCP (window sizing, retry algorithms, etc.) usually foul up the effectiveness of a VPN protocol. b.
