Some runs of `TestTearing` still time out on slow machines. Let's just reduce 
the number of iterations. The test is designed to detect race conditions and 
lowering the number of iterations will just make it less likely to detect 
those. But since we are running this test a lot, it's fine. Should it ever 
fail, we can increase the number again for reproduction / debugging purposes.
