This PR increases the compilation memory limit for subtasks of TestValueConstruction.java, which oom during JIT compilation in the CI, to 2G while I am working on a more fundamental fix. The new limit and its sparse application is so that the CI still detects further regressions, so this is preferable to a full problem list.
