std::atomic_ref is missing in the NDK std lib so simdutf doesn't declare 
the functions that V8 expects, you have to fix the code or compile with  
use_custom_libcxx = true.

Unless std::atomic_ref is not enabled by default in the NDK and we just 
need some other define to enable it.
