Hi Terry, I did sort of figured out my original issue regarding linux. Not sure if the v8 team made any fixes yet but see my findings on this bug: https://bugs.chromium.org/p/v8/issues/detail?id=7959
My current project does not target windows at all though, I don't know much about windows. Hope this helps you somehow.
