The CABForum TLS BRs don't suggest a name for this AFAICT.  The nearest I can 
find is:

"Application Software Supplier: A supplier of Internet browser software or 
other relying‐party
application software that displays or uses Certificates and incorporates Root 
Certificates."

Despite having non-identical sets of anchors, the major Application Software 
Suppliers (in the CABForum sense) collaborate on the Common CA Database 
(CCADB<https://www.ccadb.org/>),  where they are described as Root Store 
Operators.  So perhaps "Root Store" is the term you're looking for?

Yes, it's clearly not *one* thing, but multiple manifestations of the same
concept.  I wish to cite the concept.
