This draft includes work to resolve the issue Martin raised about IP addresses. 
Peter did the work to merge in Martin's text, and fix things up so that the 
language around reference identifiers was more general. He also added some 
security considerations around that.

Once the WG has a chance to look at this, we should be ready for WGLC. Or if 
the Chairs agree, issue the WGLC shortly because all open issues have been 
addressed.

In case it's not clear, thanks to Peter and Martin for stepping up and fixing 
this.
