Hi Jason, I was faced with the same problem when I tried to build Zeppelin on ubuntu. I manually ran the bower install and then I re-ran the whole build process (You can also rerun from zeppelin-web). I believe, the next time, it will not execute the 'bower install' process as it will find it already installed. Manually installing bower and re-running the build process worked for me.
