Hi, It looks like an issue. I think expected behavior supposed to allow other users to read the notebook when the reader's permission is the wildcard. I think you can file an issue. There was a discussion about the read-only mode in the last community meeting, as far as I know. Someone, who was in the community meeting can add some context if this is related.
