As you can see on http://extensions.xwiki.org/xwiki/bin/view/Extension/Office+Importer+Application, Office Import is bundled in XE so you need to install it.
"Version 8.4.3 is installed as dependency" means exactly what is written: it is installed already in version 8.4.3 and it's been installed as a dependency of another extension. You get downgrade button probably because you are looking at a version of Office Import extension lower than the one installed already.
