Is there any chance this might be the same as http://jira.xwiki.org/browse/XWIKI-11355 "Sometimes rights changes don't apply without a server restart" I.e. could you please try to restart the server and see if the permissions behave as expected afterwards? If restarting helps, then it would be interesting to get as much information as possible, so the issue can be fixed.
