This will show you how to build a simple application in XWiki. Another approach would be to register all users you want in your phone book in the wiki (automatically for ex using a script) and use the phone field. Then you could customize the User Directory so that it displays phones. IMO this is the best long term solution, even though we'd need to make this even more easy on our side (we want to do that so that you don't have to do anything to have such a phone book).
