To the best of my knowledge, template-xe.xar is wiki template and it is 
included in xwiki-enterprise-manager-wiki-administrator-x.y.xar and has 
nothing to do with already created subwikis. It will be used on demand 
to create new ones. Sorry, I don't understand, are you trying to import it?

Where you said "this XAR" do you mean xwiki-enterprise-wiki-2.4.3.xar or 
template-xe.xar? If you import xwiki-enterprise-wiki-2.4.3.xar you must 
be extremely careful to avoid overwriting customized pages. I find this 
the most "dangerous" step in the upgrade process. I don't think you must 
try to import template-xe.xar.
