It looks like 
http://svn.xwiki.org/svnroot/xwiki/platform/core/trunk/xwiki-core/src/main/java/com/xpn/xwiki/web/ExportURLFactory.java
 
puts the anchor before the ".html" extension in the createURL method. 
Can you report this bug on
