Comments, tags and other extras are handled in the docextra.vm template. http://platform.xwiki.org/xwiki/bin/view/DevGuide/Scripting#HControllingWhichSectionstoDisplay You can create a velocity script to test if the user is a member of a given group and disable comments if not.
