What XWiki release are you using? I don't found this panel here (XE 1.3.8295) but I can guess you are speaking about Panels.RecentlyVisited, aren't you? It doesn't work for me neither, but whatever position occupies, it doesn't affect others. Does Panels.QuickLinks reappears if you remove Panels.RecentlyVisited?
