If you have modified any of the startup scripts (except for bin/setenv.sh), then undo those modifications. It appears that the documentation is a bit confusing: there is no need to specify a - -Dcatalina.base parameter anywhere. Instead, all you have to do is set the CATALINA_BASE environment variable at some point before launching the startup script.
