I downloaded and installed TomEE on my computer and connected it to NetBeans as 
you suggested, but the error is the same.

Tomcat only implements the servlet specification and IIRC not the full "web 
profile" of Java EE. I believe that TomEE was created specifically for that 
purpose: you might want to check them out.
