Brian, If you can't put Log4j into WEB-INF/lib, could you try putting it into "shared/lib"?
I believe you mentioned that it was placed into "common/lib", which will make it accessible to Tomcat & all of your webapps. If you put it into "shared/lib" it should only be accessible to your webapps, which should hide it from Tomcat.
