Shouldn't need to do that; as long as congov2.stonekeep.com resolves to Tomcat's IP address, you can go in directly from the same machine Tomcat is running on (bypassing your firewall). A temporary change to /etc/hosts to map congov2.stonekeep.com to 127.0.0.1 may be needed. You might want to enable Tomcat's AccessLogValve and see if the request even makes it Tomcat; if it doesn't, you'll need an httpd expert (not me).
