Is this a real Tomcat from tomcat.apache.org, or a 3rd-party repackaged 
version?  If the latter, you'll need to get support from your supplier, since 
we have no idea what they might have done to it.

If you're using a real Tomcat, tell us how you start it, and what's in 
/usr/share/tomcat5/bin.

If you're not using a real Tomcat, throw it away and download a proper one 
(newer than 5.5.23 would also be useful).
