If you're running Tomcat inside an IDE, it'll configure both for you. If you already have it running, why do you need to set CATALINA_HOME? CATALINA_HOME & CATALINA_BASE are set automatically by Tomcat when it starts up. You only need to set CATALINA_BASE if you are configuring multiple separate Tomcat instances while using the same binary.
