Actually, it has been fixed.  The 7.0.0 logging.properties file now has this at 
the end:

# For example, set the org.apache.catalina.util.LifecycleBase logger to log
# each component that extends LifecycleBase changing state:
#org.apache.catalina.util.LifecycleBase.level = FINE

The docs haven't caught up yet.
