The browser is trying to get a page, and it sends a Negotiate token (it's 
short, so looks like NTLM).

Do you mean that the encoded portion of the header actually "contains" an NTLM Type-1 message ? (I browsed through the relevant RFCs, but they are a bit cryptic to get a quick clear idea of what happens here.)
