Yeah, the log says that everything is undeployed and redeployed, without
anything blowing up, as best as I can tell.

I am fairly certain that this isn't a browser caching issue, but I'll
double check that as well. Any suggestions for other caching places? I'm
running tomcat through IIS, so maybe that could be the culprit?

What makes you think so? Are there entries in the log that indicate the app
was stopped and restarted? (There should be.)
but the change doesn't appear.
