Yes, I am seeing that issue on 5.5.28 installs.  That's part of the reason I'm 
still waiting on upgrading this system.  I am waiting for someone to build the 
5.5.29 for Windows and release it.
I'm only an implementer, not a developer, so I've not been on the dev list. 
I've no real desire to build Tomcat - too busy running the shop.  You can add a 
vote for me though.
BTW: this is what I meant by things appearing to work in 5.5.28, despite the 
error.  I see the "unable to locate" error on the 5.5.28 logs, but my app still 
routes me to https and provides the server certificate, and I can happily do 
all my work.  I haven't wiresharked it to insure that it's encrypted, though.  
I don't currently have 5.5.28 in production.

On the 5.5.17 setups, 1.1.19 & 1.1.20 definitely won't startup, as documented.
