Amusingly enough, there's another thread active right now where the OP
thinks that this particular use case is quite out of the ordinary, and
wants the webapp's context.xml file to clobber the admin-defined
configuration.

Fortunately, here is a concrete example of why the admin should be the
authority on webapp configuration.
