A bug in prior levels of Tomcat occasionally caused something useful to happen when you did that, but it was an accident. Note that putting <Context> elements in server.xml is strongly discouraged; the proper location is in a webapp's META-INF/context.xml file, or in conf/Catalina/[host]/[appName].xml. Also, if you're defining the default webapp, it should be named ROOT.
