place jar file in the $TOMCAT_HOME/shared/lib place the .so in $TOMCAT_HOME/shared/lib
JAVA_OPTS: java.library.path=$TOMCAT_HOME/shared/lib and of course ensure $TOMCAT_HOME/shared/lib has execute privileges.
