I'm guessing there's another error regarding a problem with header.jsp. 
You didn't include the exception in your subject in the details below so
it's anyone's guess.  I can say that from at least tomcat 5.5 onwards,
you don't need to add anything to web.xml to use the tag libs in
standard.jar and jstl.jar.  Just drop them in WEB-INF/lib, restart your
webapp and go.  Tomcat will find the tld files in the jar file's
META-INF folder.  What do you have in the earliest point in the jars
related to this error?

I've used the c:import tag many times without any problem at all, so I
think the error is a compile error compiling header.jsp.
