I know it is late but I faced the same problem in Linux and successfully solve it.
The WAR was deploying correctly at the first time and then when i restart the server it didn't deploy again, I SOLVED this by Deleting the context file in TOMCAT_HOME/conf/Catalina/localhost/APPNAME.xml before the starting the server so that TomCat see the app as new app everytime it starts and successfully deploy it.
