Likely due to the standard Tomcat distribution including the 32-bit versions 
and the desire to maintain the same properties when switching between 32- and 
64-bit JVMs.

Sorry, I have no idea.  This message from November indicates the procrun source 
from commons should be the same as what's in Tomcat:

as does the README in the Tomcat SVN:
http://svn.apache.org/viewvc/tomcat/connectors/trunk/procrun/README.txt?view=markup

However, that doesn't explain the discrepancy in the versions.

Actually, I think the current Wow6432 location is the best compromise, and that 
2.0.3 had the bug.
