Try creating new file in /etc/ld.so.conf.d
name it custom.conf or something.conf and add line
/usr/local/apr/lib
in that file. Then run ldconfig
and try to restart tomcat.

I did put them in LD_LIBRARY_PATH and in all the JDK directories listed
below. Still the same message is shown in the log.
