For an application used this widely, presumably you'll need multiple physical machines, anyway. Since you require multiple machines, this "replication of code" will have to happen, anyway. You ought to be able to configure certain servers/clusters to provide, say, US-oriented content, while others provide content for other geographic areas. I think that's quite an elegant solution, actually.
