Could be related to https://issues.apache.org/bugzilla/show_bug.cgi?id=44494
There were a number of fixes as a result of this one issue although they
tended to require multi-byte POST data. If you able to, you could test the
6.0.17 release candidate which should have all of these issues fixed.
