Ok I downloaded Rapid SVN, but I get an access denied when trying to
add the URL when Importing the repository.

Do I need a user/passsword?

No, the repository is public for reading. If you try to retrieve via https instead of http, there wil be an authentication, but not for http.

I was just getting ready to do that but I have no knowledge of SVN or
 how to use it.

 http://svn.apache.org/repos/asf/tomcat/tc6.0.x/
