1. Configure tomcat to listen on port 80 and without root privilege. Not sure how you setup tomcat on your Ubuntu box, but most linux distributions will require you start it with something like jsvc from the commons-daemon project to do this.

2. Configure your cable router to forward port 80 connections it receives from the outside world to your Ubuntu box.

3. Work with your domain name provider to make sure your shiny new domain name resolves to your static IP.

Life should be good after that.
