Try using "netstat -abn" and look through the output for port 8080 to see if Java has correctly bound itself to the port. Tcpview might be even better. I would definitely start with a clean slate: run the Task Manager and kill any existing tomcats that are running, delete all the logs (or move them out of the way), delete the work directory, and re-start Tomcat.
