I don't see anything obviously wrong here. I assume jboss.bind.address is set somewhere else in the config. Is there anything in the logs indicating a problem? Have you verified via netstat that tomcat is listening on 8080 and the address you've specified?

the https port 443 is working, but the port 8080 is not working. Firewall is disabled.
  I used filter to log all requests, but no requests for 8080 port.  I changed 
the port to 80, no luck.
