I found this guide to be very helpful in getting Tomcat to work with UTF-8: http://cagan327.blogspot.com/2006/05/utf-8-encoding-fix-tomcat-jsp-etc.html . It includes the filter code as well as other possible "gotchas". It is indeed a bit of a painful process and it would be nice if it could be simplified.
