APR is not available on Tomcat 5.0

you need Tomcat 5.5 or 6.0

I even put an explicit reference to this directory in catalina.bat (set
PATH=%PATH%;%CATALINA_HOME%\bin) , but it didn't make any diference.  What
am I doing wrong?
