First, download the .zip version of Tomcat for whatever level you're using. It contains startup and shutdown scripts that make debugging initialization problems much easier. You can install it as a service later with the service.bat script. Verify that Tomcat starts when run from the scripts. When that is taken care of, install the service, then run the tomcatxw.exe program and look at the Java tab to insure that the values for the JVM and classpath are appropriate for your installation.
